📚2024台北富邦銀行留學貸款申辦心得

出國留學的龐大開銷往往使得這個夢想遙不可及,這種困境筆者深有體會,所以當查到留學貸款的資訊時,當下的心情真是非常振奮!真的就如同這句話「Where there’s a will, there’s a way」有決心的人,一定找得到方法!

然而,網路上比較多的資訊都是針對「台北市青年留學貸款」進行說明,本篇文章會以自身的申辦經驗,詳盡說明「教育部留學貸款」的申辦流程以及需要準備的文件,希望能幫助到未來想申貸的「非北市留學生」

首先要說明為什麼在7家可申辦的銀行當中選擇富邦,最主要的原因是在利率相同的情形下,需要考慮的重點就變成「服務品質」和「後續繳款方式」

那因為之前大學就有在這裡申辦學貸,出社會後也陸續還款了2年多,對於富邦的服務態度、辦事效率以及繳款方式都有很好的印象,所以就繼續在這辦理

後續的發展也符合預期,效率真的超高!從第一次去到撥款下來只花13天而已。

除此之外,選擇富邦申辦的話還不用付申辦手續費,這也能省去好幾張小朋友的費用!

申請人資格應符合下列條件:

  1. 中華民國國民,於我國高級中等學校及大專校院畢業,並取得副學士學位、學士學位,或具有國內同等學歷資格。或於我國高級中等學校或大專院校其中之一教育階段畢業,應取得副學士學位或學士學位。
  2. 出國修讀符合教育部採認規定之國外大學校院碩、博士學位。
  3. 留學生家庭年收入為新臺幣二百萬元以下留學生本人及其兄弟姊妹有二人以上出國留學者。
  4. 應具完全行為能力及無不良信用紀錄。

申請人有下列情形之一者,不得申請本貸款:

  1. 貸有教育部其他就學貸款尚未結清。如果在高中、大學有申請過就學貸款,結清後還是可以申請
  2. 領有我國政府提供之各項公費或留學獎助學金,其領受公費或留學獎助學金期間尚未結束。
  3. 貸有各地方政府辦理之留學貸款。例如台北市青年留學就學貸款

留學貸款準備文件:

 ✅ 護照正本

 ✅ 高中畢業證書及大學畢業證書

 ✅ 申辦人跟保人近三個月的戶籍謄本(記事不可以省略)

 ✅ 借款人:最新一期所得清單、財產清單正本(國稅局免費申辦)

✅ 家庭年收入:父+母所得清單正本+財產清單正本

✅ 學校錄取證明:要顯示出學校、科系、修業年限起始日和結束日

教育部外國大學參考名冊:截圖打勾要讀的學校名字

✅ 保證人財力證明:薪轉或三個月內的存摺明細

✅ 借款人和保證人的身分證

申辦流程

1. 致電台北富邦銀行-台中分行 @2024/04/01

當天依照google map 上的電話致電說明要辦留學貸款,就被轉接給相關的服務人員。在電話中該專員就很專業地回答了需要的準備文件以及大致的申辦流程,還有提供line以供後續諮詢。

2. 第一次前往:繳交文件 @2024/04/09

在準備好相關的文件後,就在賴上預約辦理時間。這步需要請保人一同前往,因為有很多文件需要簽名

接下來,文件繳交後我就去把剩的就學貸款結清,並用賴把繳款證明傳給服務人員看。

下一步就是等待貸款的審核結果:

申請人跟保證人都有可能接到銀行來電詢問貸款事項,很幸運地我在接完電話沒多久就收到賴通知:

「留學貸款已經核准通過了」

這跟文件繳交日只差1天,真的是讚嘆該分行的處理效率!

3. 第二次前往:銀行對保跟開戶 @ 2024/04/18

服務專員在通知貸款審核通過時,會同時通知核貸金額和利息等條件,接下來就會約下次對保日期,這次要記得帶上印章,保人也需要到場,會簽一些文件然後說明什麼時候開始需要還款的資訊,也會先問要預約什麼時間撥款。

如果沒有富邦的戶頭,需要先開戶,可以先線上預約,因為到時候撥款會直接進到富邦的外幣帳戶。

4. 第三次前往:現場撥款 @2024/04/22

這次辦理時,保人不用到場,只需要自己過去,所以我就去公司附近的分行辦,不過這個業務可能比較少見,行員也有愣了一下找資深學長姐支援,但整個流程最後還是很有效率的在一個多小時內搞定。

當場撥款時會詢問要換「美元」還是「歐元」,就根據要前往的學校,換取對應的幣別。如果不是用這兩種貨幣也建議換美元,因為現在歐洲央行預期要降息,而美國還沒,所以預計美元會比較強勢。

不過流程上,還是會先匯台幣再換外幣,中間的手續費無法省。

Experience of Applying for a Study Abroad Loan at Taipei Fubon Bank

The enormous expenses of studying abroad often make this dream seem out of reach. I deeply understand this dilemma, so when I discovered information about student loans for studying abroad, I was incredibly excited! It truly felt like the saying, “Where there’s a will, there’s a way”—those with determination will always find a way!

However, most of the information online focuses on the “Taipei City Youth Study Abroad Loan.” This article will provide a detailed explanation of the “Ministry of Education Study Abroad Loan” application process and the necessary documents based on my own experience, hoping to help future applicants who are “non-Taipei students.”

First, let me explain why I chose Fubon among the seven banks that offer this loan. The main reason is that when the interest rates are the same, the key factors to consider become “service quality” and “repayment methods.”

Since I had previously applied for a student loan here during university and had been repaying it for over two years after entering the workforce, I have a very good impression of Fubon’s service attitude, efficiency, and repayment methods. So, I decided to continue with them for this loan.

The subsequent experience met my expectations—the efficiency is really high! It only took 13 days from my first visit to the loan disbursement.

Moreover, choosing Fubon for the application does not require any processing fees, which can save quite a bit of money!

Application Qualifications

✅ Original passport

✅ High school diploma and university degree certificate

✅ Applicant’s and guarantor’s household registration transcript for the past three months (including all details)

✅ Borrower: Latest income statement and property list (available for free from the National Taxation Bureau)

✅ Household annual income: Income statements and property lists for both parents

✅ Admission proof from the school: Must show the school name, department, study period start and end dates

✅ Ministry of Education’s reference list of foreign universities: Screenshot with the name of the intended school checked

✅ Guarantor’s financial proof: Salary transfer records or bankbook details from the past three months

✅ Borrower’s and guarantor’s ID cards

Application Process

1. Contacting Taipei Fubon Bank - Taichung Branch@ 2024/04/01

On this day, I called the Taichung branch of Taipei Fubon Bank using the phone number listed on Google Maps and explained that I wanted to apply for a study abroad loan. I was transferred to the relevant service personnel. During the call, the specialist professionally explained the required documents and the general application process. They also provided a Line contact for further inquiries.

2. First Visit: Submitting Documents @2024/04/09

After preparing the necessary documents, I scheduled an appointment through Line. This step required the guarantor to come along, as many documents needed to be signed.

After submitting the documents, I went to settle the remaining student loan and sent the payment proof to the service personnel via Line.

The next step was to wait for the loan approval results. Both the applicant and the guarantor might receive a call from the bank to verify loan details. Fortunately, shortly after the call, I received a notification on Line:

“The study abroad loan has been approved.”

This was just one day after submitting the documents—truly impressive efficiency from the branch!

3. Second Visit: Finalizing the Loan and Opening an Account @ 2024/04/18

When the loan approval was notified, the service specialist also informed me about the approved loan amount and interest terms. The next step was to schedule an appointment for finalizing the loan. Remember to bring your seal, and the guarantor also needs to be present. We signed some documents and received information about when to start repayment. We also scheduled the loan disbursement date.

If you don’t have an account with Fubon, you need to open one. You can make an online appointment in advance since the funds will be directly transferred to a Fubon foreign currency account.

4. Third Visit: Loan Disbursement @2024/04/22

For this step, the guarantor didn’t need to be present, so I went to a branch near my office. Although this type of transaction might be less common, and the bank staff needed assistance from senior colleagues, the entire process was still very efficient and completed within a little over an hour.

At the time of disbursement, they will ask if you want to exchange the funds into “USD” or “EUR.” Depending on the destination school’s currency, choose the appropriate one. If neither of these currencies is used, it is recommended to exchange for USD, as the European Central Bank is expected to cut interest rates, while the US has not, making the USD likely to be stronger.

However, the process involves converting the funds from NTD to foreign currency, and the handling fees cannot be avoided.
